I know of a couple people who called and said they normally turn their water off when they leave (and when they) came back, turned it on and no water was coming out." 

While he gets asked daily when the problems will be solved for good, Cecutti said he can't predict for sure because it's largely a matter of when the spring weather takes root. 

"We're at a critical time right now," he said. "Hopefully we'll get some sunshine and a period of extended warm weather fairly soon. But if we get periods of -10 to -20 again, then who knows? 

"That just shows you how deep the frost is. A couple days of cold weather, we may be back at the rates of phone calls we were at two or three weeks ago." 

Since problems began last month, city and contract crews have restored water to 509 homes. In addition to the 60 homes still without water, 159 homes are on a temporary bibbing system, where they are getting water from a neighbour's home through a special pipe attached to the outdoor garden hose faucet. 

"So that's 220 people who are still waiting for a permanent resolution," Cecutti said. "I think at one time, we had upwards of 300." 

He's hoping we won't have a repeat of last year's weather, when winter returned in March and stayed right through until April. With the frost so deep in the ground, it doesn't take much of a change in temperature to return to the situation where the pipes freeze," he said. 

"I can't predict the weather, but I don't think long range it's going to be as bad as last year. (But) the next couple of weeks will certainly be telling." 

The good news is when they get new calls, they can normally deal with it within a day or two by thawing the pipes with hot water. But that doesn't always work for homes with long pipes because of the difficulty locating exactly where the water is frozen.
